Kareena Kapoor promote “Agent Vinod” at Reliance Digital

The consumer electronics & durables arm of Reliance Retail today played host to Kareena Kapoor, of upcoming movie “Agent Vinod” at its store in Ambience Mall, Vasant Kunj, New Delhi.‘Agent Vinod’ is an upcoming Bollywood detective thriller by director Sriram Raghavan and produced by Saif Ali Khan himself. It will star Saif Ali Khan and Kareena Kapoor in the lead roles.

गोवा में जन्मे और राज्य के क्लब डेम्पो के लिए खेलने वाले इन दोनों खिलाड़ियों को पूरी भारतीय टीम ने द्वारका सेक्टर 19 स्थित होटल लेबूया में आयोजित एक समारोह में विदाई दी। दोनों खिलाड़ी एक दशक से लंबे समय तक भारतीय टीम के साथ रहे। गवली 1997 में और क्लाइमेक्स 2002 में भारतीय टीम से जुडे थे। भारतीय फुटबाल महासंघ (एआईएफएफ) के महासचिव कुशाल दास ने इस अवसर पर गवली और क्लाइमेक्स को स्मृति चिह्न और टीम साथियों के हस्ताक्षर से युक्त जर्सी प्रदान की। दास ने कहा कि इन खिलाड़ियों का संन्यास लेना हमारे लिए दुखद है लेकिन एक दिन तो ऐसा होना ही था। अब हम भविष्य की ओर देखेंगे। हमारे पास अच्छे युवा खिलाड़ी हैं। इनके लिए अब खुद को साबित करने के ज्यादा मौके होंगे।

DDA ASSURES EARLY ACTION TO REDRESS RESIDENTS' PROBLEMS

14.2.2012-After the receipt of reply to RTI application by Dwarka Forum that there is no record or minutes of the assurances given by the DDA to the residents in the first interaction held on 26.2.2011, a team of Dwarka Forum and other residents under the leadership of Shri Rajesh Gahlot, member DDA met the Chief Engineer, DDA. On the reply of the PIO, Mr. Solanki, CE said that the PIO may not be aware about the assurances given by the DDA in the absence of minutes and the reply had come from the office of the Supdt. Engineer which may be unaware of this development. The delegation was not fully convinced on the statement. However, Chief Engineer assured of suitable action on the assurances given.

The issue of dense carpeting was also raised and Shri Rajesh Gahlot said that if the tendering work may take more time, the pot holes should be filled with Ready Made Concrete (RMC) immediately and the CE agreed to his suggestion.

It was decided to launch a campaign for the removal of malba and to clean the area and it was agreed upon that this should start from Friday from sector 3 and will subsequently cover the other sectors.

Issue of covering the Madhu Vihar drain also figured and an early action was assured. CE assured cleanness drive in the sector 6 park adjoining Palam Extension. Shri Sushil Kumar stressed the early need of repair of DDA’s flats in sector 13 and Shri Solanki, CE informed that the DDA is changing the roofs of the damaged DDA’s flats in sector 13 instead of repairing them and this was welcomed by the residents’ representatives. He also informed that the DDA will also undertake repair of broken staircases of DDA’s flats in sector 14. The cover over manholes and drains will be in place on an urgent basis. He also agreed for an early action to complete the community centres at Bharthal, Pochanpur and Kakrola villages.

CE also assured of action on the broken road near DPS sector 13. Mr Gahlot also raised the issue of maintenance of water body at Kakrola, park at sector 12 behind MCD office, blockage of sewer at pocket 7, sector 12, cremation ground at Kakrola village. CE has assured of pre- mixing of old Palam Road. He also agreed of cleaning of park at sector 3, sheds in the park herbal park, near post office market, sector 6, repair of broken service lanes of the markets.

Shri Robin Sharma of Yyapar Mandal, Sector 6 raised the issue of toilet in sector 6 market and M. K. Gupta informed that work to cover deep drain at two points opposite Rudra and Youngster Societies on Road No. 201 as they are dangerous for the traffic and residents.

Meeting was chaired by Shri S. R. Solanki, Chief Engineer wherein Shri S.K. Gupta was also present. The participants were Shri Rajesh Gahlot, Member, DDA and Councillor, Sushil Kumar, Secretary, Dwarka Forum, Robin Sharma, Yyapay Mandal, M K Gupta, Dwarka Forum and others which was held on 13th at DDA’s Mangla Puri office.

हरकमल कहती है कि ‘अभिनय के प्रति रूझान तो बचपन से ही था, और टीवी पर मैंने अब तक जो काम किया मैं उससे सतुष्ट नही थी। बस चाह थी अपने मनपंसद किरदार की।सो अब मिल गया और मुझे लगता है कि दर्शको को मेरा काम पंसद आयेगा।

पंजाब के मोंगा में पली बसी हरकमल को आखिर इस किरदार में खास लगा कि उन्होंने तुरंत स्वीकार लिया ?मुस्काराते हुए वे कहती है ‘धारावाहिक में प्रेम की होने वाली पत्नी हूँ , जो खूबसूरत है, जोशीली और संस्कारी लडकी है। जिसे अपने मूल्यो और अंखडता से प्यार है। चूंकि वह इंडियन है इसलिए उसे यह कतही पंसद नही है कि कोई भी उसके मुल्क व हमारे संस्कृति पर किसी का अरोप लगाऐं। कुल मिलाकर यह अपने आप में एक चैलेंजिग किरदार है जिसे निभाने हुए सुकून मिल रहा है।

The Office-bearers of the All India Football Federation (AIFF) met at the Udyog Bhawan in the Capital on Monday (February 13) under the Chairmanship of AIFF President Mr. Praful Patel.

The Committee reviewed the whole structure of the Bengal Premier League Soccer and based on detailed clarifications given by the Indian Football Association (IFA), came to the conclusion that the Rules and Regulations as communicated for the conduct of such a League will be followed specially those relating to the registration and transfer of foreign players as per the FIFA TMS.

The President of the AIFF felt that as long as such Leagues follow all the right procedures and regulations, and help in the development of football in India, more such Leagues may be encouraged in the future on an All-India basis.

Accordingly, the General Secretary of the Indian Football Association and the General Secretary of the All India Football Federation would meet on Tuesday (February 14) to ensure that all the right procedures are in place for the Player Transfer under FIFA TMS and necessary registration of the franchises with the respective District Associations.

The President also confirmed to the Office-bearers that FIFA President Mr. Sepp Blatter would be visiting India from March 9-10, 2012.

When infatuation subsides, a new group of chemicals takes over, which is endorphins. These morphine-like opiates calm and reassure with intimacy, dependability, warmth, and shared experiences. Not as exciting or as stressful as PEA, but steadier and more addictive. This is the stage of Attachment. The longer two people have been married, the more likely it is that they’ll stay married. In part, they become addicted to the endorphins and marital serenity. It is the absence of endorphins that make long-time partners yearn for each other when apart. Absent endorphins also play a part in grief from the death of a spouse? According to Mark Goulston, M.D., professor of psychiatry at theUniversity ofCalifornia atLos Angeles, “Adrenaline-based love is all about ourselves, we like being in love. With endorphins, we like loving.” Falling in love is over; being in love begins.

This chemistry of love from superficial infatuation to deep attachment will have a lot of intermediate states depending on the concentration of respective chemicals.

Using illustrative material from the Vedic tradition, from the poetry of Rumi and Walt Whitman, and from the experiences of couples, Deepak Chopra outlines the seven stages of love — attraction, infatuation, courtship, intimacy, surrender, passion, and ecstasy. However, for better understanding the whole concept can be broken down into five stages: attraction, romance, passion, intimacy, & commitment.

Attraction is an initial positive response to a person beyond friendship. It can be physical attraction or emotional attraction. Physical attraction happens when the body reacts to another person and manifest with rise in heart rate and temperature; sweaty palms; fluttering stomach and tightening in the throat. This is the most superficial of “loves” and represents the first contact. On the other hand emotional attraction develops next if the circumstances are right. If you find you have things in common — hobbies, ideologies, career, education, or some other common ground — then an emotional attraction starts to form. An emotional attraction can also occur even when a physical attraction does not.

Stage 2 is the stage of romance. It is essentially an act of trying to influence others by lavishing attention or gifts upon them. It can be a selfish romance or selfless romance. Selfish Romance is when the aim is to get personal favors and selfless romance involves acts for the enjoyment and pleasure of your partner. You receive your enjoyment and pleasure through their happiness. Selfish romance (& love) will quickly die out. Selfless romance (& love) will endure and lead to the third stage of Passion.

Passion is a desire for another person, which has grown to an intensity that can’t be ignored. This is often where an emotional relationship turns into a physical relationship. The passion stage is very important. It’s a plateau. From here, the relationship will fork into two roads, and the couple must decide which path to take. The relationship will either burn itself out or will move onto the next stage the stage of Intimacy.

Intimacy is a close association with another person of the deepest nature. One share thoughts, feelings and dreams. In true intimacy, there is nothing that one does not share.

The last stage is the stage of Commitment – a pledge to remain true to your mate throughout good and bad times.

Others define euphoria, reaction, adjustment and liking as the four phases of any relationship. You get married you are euphoric, once the honeymoon is over you react with each other, over a period of times you start adjusting with each other and it may take seven years before you start liking each other.

• Organised a week long Yoga training camp for the residents of Ispatika Apartments attended by a large number of residents in May, 2010.

11th February,2012. Modern Yoga Guru Swami Bishwanath begins his Yoga Campaign from Dwarka. In the first edition of his campaign, he delivered his moral value added lecture and Yoga-cum-meditation camp at Hotel Royal Star, Sector-10, Dwarka. Around fifty people attended this camp and they were impressed with the way Swami ji taught them very useful yoga exercises. Swami ji informed Dwarka Parichay that his camp is meant for all age group, so youth should come forward and attend these camps. He further added, that after attending these camps regularly, common problems like obesity, tension, depression, laziness, thyroid, headache, etc. can be remove permanently. Love - The Most Powerful of All Emotions

Love is a term people adore using the most irrespective of any barriers of region, religion, language or any other boundaries. Every one wants to be in love. It can be love for a person, concept or even for an idea. It gives a person self motivation for doing something which otherwise they would not have otherwise been doing it. Love for their children makes parents run around and do everything possible for them to do under the sun. Love for nature, a concept, money, power, learning or an idea makes people slog hard and look for resources practically every where in the world.

This feeling makes people cover huge distances which can be physical, mental or emotional to arrive at their cherished destinations. Love can be described as a process that generates motivation and willingness, an urge to perform a task whole heartedly. Lovers consider love as holy, divine and sincere.

This is a feeling of intense attachment and attraction. It is an urge to be one with the person you have fondness for. Two people in romantic love are bond with a feeling of passion, cherished interpersonal and sexual affiliation. The stimulus of love instigates the pleasure centers in the brain and causes the release of pheromones; serotonin and norepinepherine which increase heart beats; feeling of enthrallment and causes loss of appetite and sleep. Biological Sciences view sex to be the undercurrent of love and the urge is akin to drives such as that of hunger and thirst. It is said to begin with lust and leads to attraction and attachment.

The sexual urge that propels the individual into mating process is what is lust and is linked to up swing of sex hormones primarily the testosterone and estrogen besides the nerve growth factor such as neurotrophin.

Attraction is individualized and pertains to selecting a specific person for mating. Attachment is bond that is instrumental is causing the relationship to last life time primarily by way of marriage and children. Hormones such as vasopressin and oxytocin have a role to play in maintaining and thriving of attachment.

Long term love can be sustained amongst individuals by way of :

* Spending moments of love and care and renewal of commitment from time to time.
* Genuine care, concern and commitment to work out the relationship. These feelings should be displayed and visible to the partner.
* Looking into long term benefits of your partner. Do nothing that is detrimental to the interests of your partner.
* Stopping one self from infidelity and unwanted temptation that can ruin trust

In terms of an organization, it is the love for any of the aspect of ones' job or associated with an organization that makes a person perform maximally. This aspect can be pertaining to content in work it-self, pay package, perks, brand name or any other thing. It is that urge that makes him remain attracted to the organization and stay engrossed in his work.

"I believe if you look closely all of us have some relatives or friends living abroad, who have to adjust to situation in India when they are here. These circumstances entertain us and we cherish the memories forever. The show is an attempt to remind us of our cultural values in an amusing way," said director Tony Singh. "I Love My India", going on air Feb 20, was launched Thursday at Dilli Haat here.

It will track the story of an NRI Punjabi family living in London. Premnath and Deep want their children to imbibe Indian culture, values and tradition. So they decide to return to their home land. मेट्रो स्टेशन सेक्टर -12 के पास ‘रैन बसेरा’ का उद्घाटन सम्पन्न

द्वारका उपनगर के सेक्टर -12 स्थित मेट्रो स्टेशन के नज़दीक ‘रैन बसेरा’ का उद्घाटन किया गया। स्वैच्छिक संगठन श्री ज्ञान गंगोत्री विकास संस्था की सिफ़ारिश पर दिल्ली शहरी आश्रय सुधार बोर्ड द्वारा बेघरों और यात्रियों के ठहरने के लिए इस रैन बसेरा का निर्माण किया गया। संस्था के महासचिव भरत कुमार सिंह ने बताया कि इस रैन बसेरा को बनाए जाने की सिफ़ारिश की प्रक्रिया में हमें बहुत सारी दिक्कतों का सामना करना पड़ा। कभी-कभी ऐसा भी लगा कि हमारी संस्था के द्वारा किया जा रहा यह प्रयास असफल हो जाएगा किंतु अनेक विषमताओं के बीच भी हमलोगों ने अपना प्रयास ज़ारी रखा और अंततः दिल्ली सरकार को मजबूरन हमारी सिफ़ारिश पर अपनी हामी भरनी ही पड़ी। वास्तव में इस सामाजिक कार्य के लिए दिल्ली शहरी आश्रय सुधार बोर्ड के समस्त पदाधिकारी भी बधाई के पात्र हैं।

अपनी संवेदना व्यक्त करते हुए श्री सिंह ने बताया कि मैट्रो स्टेशन के आसपास रिक्शा चालकों की भारी तादाद यात्रियों की प्रतीक्षा में देर रात तक यहां पर मौजूद रहती है। अपना गुजारा करने दिल्ली में आए अन्य राज्यों के कुछ ऐसे भी मजदूर और रिक्शा चालक हैं जिनके रहने का कोई स्थाई बन्दोबस्त नहीं है। इन हालातों में सर्दी के मौसम में ठण्ड़ की मार से बचने के लिए यह रैन बसेरा इनके लिए वरदान साबित होगा। उन्होंने बताया कि इस रैन बसेरा में ठहरने वाले मजदूरों और रिक्शा चालकों को उनकी संस्था के द्वारा कम्बल-चादर, नियमित मेडिकल चेकअप, एच.आई.वी. से बचाव की जानकारी और पढ़ने-लिखने की सुविधा भी मुहैया कराई जाएगी।

संस्था के परामर्शदात्री माता निर्मल ने कहा कि संस्था के माध्यम से लोगों की सेवा ही हमारा उद्देश्य है। उन्होंने बताया कि रैन बसेरा के रख-रखाव और उसकी देखभाल के लिए दिल्ली सरकार के द्वारा एक-एक गार्ड और सुरक्षाकर्मी भी नियुक्त किए गए हैं, साथ ही साथ हमारी संस्था के वालंटियर भी इनके सहयोग के लिए हमेशा तत्पर रहेंगे।

संस्था के परामर्शदाता संतोष पटेल ने बताया कि हमारा उद्देश्य केवल मात्र सामाजिक व्यवस्थाओं को स्थापित करना ही नहीं बल्कि उसके संचालन को सफल बनाना भी है। इस रैन बसेरा का निर्माण भी उन सामाजिक व्यवस्थाओं में से एक है जिसके संचालन को सफल बनाना है। उन्होंने कहा कि रैन बसेरा में होने वाली संभावित असमाजिक गतिविधियों पर नकेल कसने के लिए हमारी संस्था के वालंटियर हमेशा चौकन्ने रहेंगे।

इस उद्घाटन समारोह के दौरान संस्था के संरक्षक आदेश वालिया, अध्यक्ष डा. सुकृत शर्मा, उपाध्यक्ष रानी सिंह व विजेन्द्र चौधरी समेत कई बच्चे, मजदूर और रिक्शा चालक भी मौजूद थे।

It is really an exciting news for nature lover because one beautiful Water fall surrounded with lush green plants and water fountain section with colourful lights effects introduced in Dwarka Sports Complex today evening. It was inaugurated by Sh.Alok Swarup(IAS)-The Director (Sports) DDA, Col. I.K.Bedi-Secretary DDA Dwarka Sports Complex, Sector-11 along with other DDA officials. Sh. Swarup informed Dwarka Parichay that the introduction of water fall is another feather in the cap of this complex and the credit goes to the initiative of Col. Bedi and his team. Sh. Bedi claimed that this is the only DDA sports complex of Delhi where in a water fall is introduced.

The said water fall is designed by Young entrepreneur Sh.Vishal Batra who has a vast experience in creating fountains & waterfalls all over India. Now, the members of Sports complex can feel the natural surroundings like they are roaming in mountains.

How would you translate your journey from a Striker to a Coach?

I would say both have entirely different dimensions. While being a player you don’t have much responsibility; all you have to do is to concentrate on your game and give your 100 percent on the field. But as a Coach you have to look after so many aspects -- it’s a very difficult and challenging job.

I feel more emphasis should be given to impart modern Coaching Techniques for Indian Coaches.

Bhaichung Bhutia who played alongside you is a player-cum-administrator for United Sikkim Football Club (USFC). What’s your take?
Bhaichung is a great ambassador of the game. I feel privileged that I played alongside with him in the National Team as well as at the club level. Judging by his ability, I’m confident he will be successful in his new endeavour. Bhaichung has always been a determined person.

Being a striker yourself, why do you think that foreign strikers are overshadowing local talent?
There are so many foreign recruits presently playing in India and I strongly believe they have helped in increasing the standard of the game. But at the same time, many an Indian talent goes waste as most of them sit out warming the bench.

Where do you see Indian Football heading towards?
There’s lot of buzz and activity going on at the grassroots. The All India Football Federation’s decision to launch the regional Academies and the Elite Academies is the best thing to have happened to Indian football in the recent past. The process of selection in the U-14 Football Fest in Kalyani and the BC Roy Trophy needs to be lauded. The Academies will shape the future.

You need to remember, a lot has changed for the Senior Team since our days. Nowadays, the players stay well, travel well and get so many International Matches to play. It wasn’t the case during our time.

Unlike in the past, there are not many star footballers from Southern India at present. What do you attribute it to?
Unlike Kolkata and Goa, most parts in South India don’t have a Professional League. There is no dearth of good players in the region but they need a platform to play.

Better Bargaining for a Good Governance

The IAS association of Andhra Pradesh said on 4th February, 2012, that its members have been targeted selectively and arrested for their alleged role in Emmaar and mining scams, while no politician or minister has been named. Incidentally the Supreme Court Empowered Committee has recommended, the cancellation of 49 mining leases and resumption of operations in 45 Leases. It added “ The massive illegal mining and transportation had become possible because of the blatant connivance of the officials and public functionaries concerned concerned. What is more there has been an all round degradation of environment with all its attendant problems because of the unsatiable greed of the few”.

Obviously, without saying in so many words, the officials feel that the mal-governance of previous regime is being laid on the officers because of political compulsions. What the Association has not said but it implies, that the compulsion, of any Government is to survive, even if it means supping with devil and to keep its supporters in line.

In the present system, the voter’s choice, is limited to the devil, or the deep sea, as it is the political parties on the basis of winnabilty decide, as to who will be its choice to contest elections.

It is not to say that bureaucracy is all pure and honest. In Mining Scam, the Reddy Brothers Ministers in Karnataka are already in jail for nearly 6 months. The question which remains unanswered is that all bureaucrats, irrespective of the service, to which belong want plum post, which can be given only by the powerful politicians. So if one bureaucrat does stand up for honesty, probity and law, there are umpteen numbers, which are willing to fill in his place. All do not follow the same set of principles

The climate in the country has been aptly summed up by Justice AK Ganguly. Formerly of the Supreme Court who observed "The corrupt are united and judiciary alone cannot take them on.... It has to be a collective effort...

Judiciary has been a forum where common man's rights are upheld against corrupt governance. With civil society movement, against corruption gaining'momentum, even politicians are announcing that they do not want people with criminal background to fight elections... The 2G scam is a fall out of the executive failure on governance front" Incidentally, he was part of the Supreme Court bench that cancelled 122 2G-spectrum licences given to various companies at throwaway prices in January 2008 during then telecom minister A Raja's tenure.

The delivery system, that is the Indian bureaucracy has let the country down, along with some corrupt politicians and rulers. Of course, there are honest politicians and officers, as otherwise, we would not have, even a semblance of progress. But a report has shown that public servants received Rs 21,068 crores as bribe, apart from cuts from several government schemes in one year. Between 1996 and 2000, the CBI and the Central Vigilance Commission investigated 13,265 individuals for corruption. And between 1998 and 2001, the CBI registered 2,256 cases under the Prevention of Corruption Act. Of these 41 were from administrative departments, four were from the police and 23 from the revenue department. This is a drop in the ocean, when the total number of government and public sector employees in the states and the Centre runs to 197 million.

Despite the Government possessing vast powers to dismiss the dead wood and the dishonest, it has never taken an such action, where even bureaucrats with hundreds of Crores worth of assets have been caught .

It is because of lack of political will and for not having the guts to take bold decision. A report says that the Government can review the performance of any buraucrat after 15 years and send him home, if he or she is found unfit on the basis of his or her Annual Confidential Records.

I have seen in nearly four decades of service, that hardly anybody’s work is classified as unsatisfactory. This is to avoid any hassle of giving an adverse confidential report and then justifying the same, when an appeal is made. It is usually seen that almost all appellate authorities, with few honourable exceptions, tend to accept all such appeals.

The present position is Government is riding a dead horse of governance consisting of insensible bureaucracy and corrupt politicians. The correct approach would be, that when you discover, that you are riding a dead horse, the best course of action is to dismount.

However, what the Government is doing, is changing riders,, appointing a committees, after committees and Commissions after Commissions to study the horse, arranging visits to Western Developed countries to see how other cultures ride dead horses, lowering the standards so that dead horses can be included, reclassifying the dead horse as living-impaired and hiring outside contractors to ride the dead horse, or Harnessing several dead horses together to increase speed or providing additional funding and/or training to increase the dead horse’s performance or doing a productivity study to see if lighter riders would improve the dead horse’s performance, or declaring that as the dead horse does not have to be fed, it is less costly, as carries lower overhead and therefore contributes substantially more to the bottom line of the economy than do some other horses. It also promotes the dead horse to a supervisory position, both for bureaucrats and politicians ( Appointing OSD that is Officers Without Duties and dumping the politicians to sinercures like that of the Governors or Chairmen of Various Commissions). Post retirement posts are galore as almost all Commissions and Committees are filled with the retired bureaucrats.

Infact, while making rules, this is built in that for a particular job, a person must have been a Secretary or Additional Secretary or Joint Secretary Level officer. This is a farce and a comedy as many serving officers do not have even half day’s work and the favoured lot are over loaded and over worked. First reform that the Government needs to do, is treat retirement from a Government service as final, and not an extension of ten or twenty years.

A shocking newspaper report reveals, that some people in 80’s are still on some Committees, though they cannot even walk and are confined to bed. Probabaly, even the Government has forgotten about such Committees and Commissions The current position is that if you are a Yes Man and keep your political boss pleased, you can be sure of landing in a job of either a Regulator, or Head Committee or be Consultant or Join some Commissions. Probably, there are more retired officials at the senior level in Government Jobs, in different garbs, than those serving in it.

As people with the pre conceived notions and set methods of working are retained as advisers or counselors, the working of the Government continues to be effete, lifeless and unresponsive. However, if we listen to the speeches of the rulers or others politicians, both in season and out of season and elections, and if we get one-tenth of what is promised , there would not be any inducement to go to heaven. Our rulers must remember that good governance and modernity cannot be imported, to make up governance deficit in integrity or honesty in the administration. It is rather overdue that our systems and institutions remain relevant to the time to serve the Nation. Sophocles rightly said that “I have nothing but contempt for the kind of governor who is afraid, for whatever reason, to follow the course that he knows is best for the State.”

At the outset I wish to state that this Draft on Performance of DISCOMS - is just an Eyewash - as this draft touches only Peripheral issues .... while the Key Points of Performance Standards and a rotten infrastructure have been left unattended. I am filing my objections UNDER PROTEST and more so to make it a matter of OFFICIAL RECORD for posterity, than for any expectation of any meaningful outcome, giving relief to long suffering citizens.

Some of the more important Key Points that have not been adequately addressed are page wise .....

Page 12 - Explanation: Past cases where 3 phase connections have been given for loads less than 10 kW, no changes are contemplated by these Regulations.
Unfair to over 25 Lakh existing consumers - This is discriminatory and open to challenge in the High Court as willful omission to benefit DISCOMS. Please refer to the minutes of earlier Public Hearing, over three years of correspondence and the meeting held at DERC in Sept. 2011, it has been clearly brought to the notice of the Commission that due to Residual Back Flow consumers are being fleeced 25% to 40% extra due to fast running meters. DERC had issued an Ad. in leading Dailies on 24th Dec. 2011 addressing the issue in an oblique manner, beyond the comprehension of common consumer. DERC through this Draft is trying to make this practice of making unearned Profits a permanent affair.

Page 15 - In case "no-due certificate" is not obtained by the previous owner, the applicant before purchase of property may approach the Business Manager of the Licensee for a "no-dues certificate". The Business Manager shall acknowledge receipt of such request and shall either intimate in writing outstanding dues, if any, on the premises or issue "no-dues certificate" within one month from the date of application.
Not Fair ...... No dues certificate should be given within 7 working days ...... Property Transactions are Cost/Time Sensitive and with records being computerised, it should not be difficult for DISCOMS to comply.

Page 36 - WIRING - (ii) At the time of testing of installation, if the Licensee's representative finds that there is a defect in the consumer wiring, he shall serve notice in writing to make such modifications as are necessary to render the installation safe. (iii) The connection shall be energized only on removal of the defect. (iv) The licensee shall disseminate information with respect to Earth leakage in internal wiring for consumer benefit, as also about the need to maintain distinct phase and neutral wires per metered network within the premises.

Not Fair..., Giving an escape route to DISCOMS ........ We had clearly asked for DISCOMS to give separate Neutral upto each Metering Point as per relevant Act/Code. This Draft does not talk of Residual Back Flow resulting in unearned 25% to 40% extra profits by DISCOMS ..... the Licensee disseminating information about the need to maintain distinct phase and neutral ..... does not explain to the lay man that he may have to foot the bill of his neighbours heavy load consumption. We had also asked for imposition of punitive penalties in case of non compliance and refund unearned profits over the past three years since Electronic meters were installed. This should be treated as a criminal offence of willful cheating and dealt under Criminal law including imprisonment.

Page 60 - 55 Direct Theft .....
Unacceptable - DISCOMS are supposed to curb theft and take all steps needed and RWAs support strict action against power thieves ........ However DISCOMS should not be allowed to seek enhanced Tariffs on account of Theft. They should bear the cost as business loss, as they were supposed to control theft ..... just as a shopkeeper is not supposed to charge the consumer for the materials stolen or pilfered from his shop. DISCOMS can be at the most be allowed a Fixed 3% Distribution loss. This step alone will make DISCOMS stop thefts due to Political Considerations. Zero Theft should be a part of Guaranteed Performance Standards.

Page 61 - (v) Lodging of FIR/Complaint in Special Court. FIR shall be got lodged immediately by the A.O. in the police station on the proforma attached as Annexure-XV immediately with in 24 hrs. after detection of theft and subsequent disconnection of supply. In case of non filing of FIR then the licensee may file complaint before the Special Court within 72 hours of the disconnection of supply.
Discriminatory - Law should be same for any theft ......... when consumer steals clear provisions are mentioned ........ whereas due to Residual Back Flow DISCOMS are also stealing from consumers and no such provisions are laid out.

Page 78 -Voltage Complaints - xiii The Area Assistant Manager/Designated Officer shall ascertain if the problem can be rectified by changing the Tap position of the transformer or proper control of the capacitors installed in the system and if possible, he shall do so. However, in case the Assistant Manager finds that problem is due to deficiency in the distribution system requiring up-gradation of distribution lines, transformers, capacitors etc., he shall inform the District Manager for taking further necessary action.
Vague - In our past correspondence and in Public Hearings, RWAs have been demanding strict Compliance in the Matching of Neutral to the Absolute Earth Potential as per relevant Act/Code. This alone is the main cause of Fluctuations and Spikes, resulting in damaging expensive household appliances like TV, Fridge, Ac etc and unnecessary expenditure on Voltage Stabilizers. Performance Standards pertaining to Stable and uninterrupted 24X7 Power was one of the reason why Privatization was done. Consumers should be compensated for the losses due to Fluctuations and Spikes and be a part of Schedule I of Guaranteed Performance Standards. In the absence of any punitive provisions DISCOMS do not find it important to invest in such infrastructure.

Inadequate - These are just peripheral issues ..... though important ..... but in the absence of Substantive issues like Theft, Residual Back Flow, lack of uninterrupted 24X7 power keeping the Inverter industry alive and burning a hole in the consumers pocket, Neutral not being matched to the Absolute Earth Potential hurting the consumer, Ugly Overhead Wiring spoiling the city scape etc without which the purpose of privatisation is defeated and is proving very costly to the consumers. Unless all these issues are made a part of Guaranteed standards of performance ...... the whole exercise will remain just an EYEWASH.

DELHI HC ISSUES NOTICES TO KVS, GOI & GNCTD ON KVS ADMSSION GUIDELINES 2012-13

Delhi High Court (A.K.Sikri ACJ & Rajeev Sahai Endlaw J) has today issued notices to Kendriya Vidyalaya Sangathan, Govt of India and Govt of NCT of Delhi on the PIL filed by Social Jurist, A Civil Rights Group through Advocate Ashok Agarwal challenging the constitutional validity of the KVS introducing quota within quota in 25% reserved seats under Right of Children to Free and Compulsory Education Act, 2009 for children belonging to disadvantaged group and Economically Weaker Section.

The petition states that out of 10 seats reserved in 25% quota under RTE Act, 2009, KVS Guidelines earmarked 9 seats for SC/ST leaving only one seat for all other categories like OBC, Disabled Children, EWS etc., which defeats the very object of the Act. Amongst the categories mentioned in the RTE Act for the purpose of reservation, no category is entitled to preference over the other as they all form one homogeneous class and is entitled to equal treatment.

“The categories mentioned in Section 2(d) and 2(e) of RTE Act, 2009 form one group/class for the purpose of 25% reservation of seats in KVS for children belonging to disadvantaged group and economically weaker section in terms of Section 12(1)(c) of RTE Act, 2009 and cannot be legally sub-divided or sub-categorized but the KVS has introduced quota within quota thereby 90% of seats in 25% seats have been provided to SC/ST students. Such a sub-classification or micro classification of the categories mentioned in Section 2(d) of RTE Act, 2009 which already takes care of the SC/ST children is impermissible under the Constitution and contrary to the law laid down by a Constitution Bench of Hon'ble Supreme Court of India in case of 'E.V. Chinnaiah vs. State of Andhra Pradesh & Ors. 2005(1) SCC 394,”argued Mr. Agarwal.

The Court has fixed 22.02.2012 for final hearing of the case.

RTI - AN EFFECTIVE TOOL OR HURDLE

According to Shri Shailesh Gandhi, Central Information Commissioner, the Supreme Court in a RTI judgement on August 9, 2011 said, “The nation does not want a scenario where 75% of the staff of public authorities spends 75% of their time in collecting and furnishing information to applicants instead of discharging their regular duties. The threat of penalties under the RTI Act and the pressure of the authorities under the RTI Act should not lead to employees of a public authorities prioritising information furnishing, at the cost of their normal and regular duties.”

The observations, it seems that the RTI work is not official work and is not that useful. Before getting many RTI replies, I found that my legitimate work which should have been carried-out long back, were carried out after I filed the RTI application by the time I received the reply. Because of RTI application, the Central Bank refunded to thousands of NOIDA applicants their overdue amount. I got my Income Tax refund which was stuck for many years, my son got refund from the DDA and NOIDA which was not possible without RTI. There are many more common and individual work that were carried out after after filiing of RTI applications. No body was listening to ordinary letters and reminders and they all were fell on deaf ears. In fact, this is the fear of penalty that the officers listen to and without the power of imposing penalties, the RTI Act will become a paper tiger like many other Acts, that to not have a deterrent. Many big and unthinkable corruption cases including 2G, CWG scams have come to light because of RTI and now officers think twich before indulging in corrupt or unethical practices. If in some office, 75% of the staff spends 75% of their time in collecting and furnihing information to applicants, it will be because that such public authority is not listening to the citizens and is being run in an authoration manner, therefore, citizens are compelled to file so many applications. Many citizens may put Delhi Development Authority and Municipal Corporation of Delhi in that category.

The RTI Act has been duly passed by the Parliament and if something has gone wrong, the Parliament should take a su-motu call on that and the Hon’ble SC can also recommend to Parliament for that. The Apex Court has recently recommended that the Parliament should enact a law that the maximum period to take a decision on seeking permission to prosecute a public servant should not be more than four months. However, legally speaking, Hon’ble SC has all the power to quash an Act enacted by the Parliament..

SC should not treat the RTI related work i.e. collection and furnishing the information as non-official work and it should expenge these comments from the decision. One may wonder that why such an effective act (RTI) was not introduced earlier to bring good Governance.

According to Deepak Chopra Happiness = The Brain’s Set-Point (S) + Conditions of Living (C) + Voluntary Actions or Choices (V).

1. S: The Brain’s Set-Point: Are the pre conditioning of the body and the mind based on the experiences of this life. We are conditioned by our environment, our people but we have the power to change these responses and reset our “set-point.” This can be accomplished through meditation and cognitive therapy. The “Set-Point” has been evaluated as making-up 40% of our ability to be happy.

2. C: Conditions of Living: The conditions and circumstances of living make up 10% of the happiness equation.

3. V: Voluntary Choices: include intentional activities and can be of two types, personal action and fulfillment. This makes 40% of our happiness.

Personal actions include daily activities that bring us happiness, such as sex, eating good food etc. The happiness is short lasting.

Fulfillment, however, gets to our core and what drives us as individuals. These choices give meaningful fulfillment and purpose. The example of this long lasting happiness is when you treat adversity as an opportunity. The fastest way to feel happy is to make someone else happy.

Understanding the Mental States of a Person

The mental state of a person in Vedic language is described in terms of gunas. The present state of mind of any person is a result of mixing of three gunas of nature called Tamoguna, Rajoguna and Satoguna. In terms of states of mind they are called Tamas, Rajas and Satwa and the nature of a person is called Tamsic, Rajsic and Satvic.

Vedas, Upanishads, Bhagavad Gita and Ayurveda all talks about these gunas. The Sankhya philosophy also says that a mixture of the three makes the cosmic mind as well as the human mind. Bhagwad Gita talks in great detail about the Nature, Yagna as well as diet depending upon these gunas.

A Satvic diet is the one, which makes a person full of Satoguna and makes him or her with predominant Satvic nature. The same is true for other two gunas. According to Ayurvedic text and in Atharvaveda any food, which comes from the roots or underground part of the tree, is Tamsic in nature. Tamsic foods should not be eaten raw. They should either be slow cooked or soaked in water for hours before consumption.

Foods which are from the top part of the tree like coconut, fruits, leaves and flowers are Satvic in nature and can be consumed fresh, as they are. Foods which come from the middle part of the tree are often Rajsic in nature.

Fresh, soaked, sprouted, natural foods are often Satvic and old, left over foods are Tamsic in nature. Most Satvic foods are naturally white.

In Ramayana Kumbhakaran represents a person with Tamsic nature, Meghnad & Ravana with Rajsic nature and Vibhishana with Satvic nature. One can see that the diet of Kumbhakaran was left over foods, onions, raddish, carrots and non vegetarian food, all are tamas producing.

Shastras also teaches us about Satvic food. In Vedic knowledge, God is represented by the consciousness and whatever is offered to God is the one, which is offered to consciousness and hence all offerings to God are soul healing and soul nurturing food items. Only Satvic foods are offered to God as one can live on Satvic food forever. Examples are dry fruits, fruits and milk. One cannot live on Rajsic or Tamsic food hence, they have to be taken in moderation only.

The offerings to God include honey, milk, curd, fruits and vegetables, etc. Panchamrit offered in Puja is a mixture of milk, curd, ghee, honey and sugar is a classical example.

Yogashastra also talks about the role of Satvic diet in great detail. It says people who eat less are yogi, people who eat in moderation are bhogi and people who eat a lot are rogi. The synonymous are Tamsic for Rogi, Rajsik for Bhogi and Satvic for Yogi. In terms of proper diet one should eat dinner lighter than lunch, eat only natural food in the night and follow the principles of moderation and variety.

“Learning disability “is a very common word which we usually come across in the class room situation. It indicates limited ability in learning. When a child or a person is having inadequacy or limited ability in learning a wide variety of tasks involving different levels of intellectual functioning he can be can be considered to have general mental retardation. On the other hand if the limitation is restricted to certain areas of learning, especially language and number related areas, he can be considered to have learning disability. In order to differentiate the two kinds of limitations, of the term “ General Learning Disability” is suggested as a equivalent for mental retardation and the term “Specific Learning Disability “for disabilities observed only in certain areas of learning . The specific learning disabilities are usually indicated as reading disability, writing disability etc. In fact learning disability is retardation, disorder, or delayed develop spelling, writing or arithmetic. These problems are due to disorder or deficiency in any one or more of the basic psychological processes involved in understanding or in using spoken or written language. They do not include learning problems which are due primarily to visual, hearing or motor handicaps, mental retardation, and emotional disturbance or to adverse environment factors.

Learning disabled children generally have normal or above average intellectual ability. It means they reach most of the developmental milestones at the appropriate age level or even sometimes earlier. They are benefited by casual experiences in their life and acquired knowledge and skills essential for leading normal life. Usually they are not easily differentiated from normal population .They may go undetected till they experience continuous failure in academic skill. But a closer look at them reveal that they have certain characteristics which though observe among other children of same age and intelligence, are manifested in their behavior to a significantly greater extent than others. These characteristic may be persistent for a longer time in their life time than others. The acknowledge of such characteristic and their behavioral manifestation are useful in identifying the learning disabled at a very early stage itself .Such an early identification helps in taking proper remedial measures at the right time, so that further problems like hyperactive, hypo active, inadequate coordination, poor tactile kinesthetic discrimination, poor visual discrimination etc. etc. can be either prevented or at least reduced considerably.

Some suggestions for the Parents and Teachers for overcoming behavioural problems among Learning Disabled children ----

Learning disabled children exhibit difficulty in self –discipline in relation to himself as well as in relation to others. More specifically they deficiency in the ability to cooperate to pay attention , ability to organize , ability to cope with new situations, social acceptance ,ability to accept responsibility ,completion of assignments and tactfulness.

1. Observe carefully how the child behaves while undertaking an individual or a group work, and see whether the child has adequacy in the required personal and social skills to successfully complete the task. Make a note of the strengths and weaknesses of the child.

2. To create a situations which enhance the possibilities for application of a particular skill or set of skills.

3. To develop ability to organize the child should be helped to analyze the task in hand into different sub-task and to mentally organize them keeping in mind the sequence of the sub-tasks, materials required, availability of time and space to carry out them.

4. The child should be made realized that there is pleasure in accepting the responsibility and carryout it successfully.

5. The social skills like cooperation and tactfulness can be developed through group activities and social situations that will be there in the normal course of life within and outside the school.

6. In order to enhance the meaningful and active participation of learning disabled children in parties, excursions, etc. it is better to discuss about these programme in the class-room situation and in the home environment.

7. Development of cognitive skills like concept development, comprehension, perception, memory, integration, analysis and synthesis ,academic skills like reading, writing , arithmetic and social skills like cooperation, tactfulness, acceptance or responsibility , completion of assignment adjusting to new situation ,social acceptance need not be achieved in isolation.

8. The routine activities- and extra-curricular activities can be made use of for the development of various abilities. The plays/games are especially useful in this direction. Instead of letting the child to play themselves teachers/parents should also involve themselves in the games and give directions to the child.

We the commuters, have been repeatedly voicing our concerns regarding various issues faced by us. Before a resolution is found for one issue we find that we have many more to raise and resolve.

Reliance Metro seems to be on a path of challenging the commuters all the time.

The latest from your side is the Fare Increase in the monthly passes.

What we fail to understand the increase of over 50%. Do we get increments over 50% in any office, whether Govt, Private or Public Sector? There does not seem to be any logic of reducing / limiting the validity of number of days of passes. You increase the rate and you decrease the trips - this defeats every logic in the book. First of all, there should not be any limit on the days, as is done in the Metro. The card should be valid till it has the balance amount. Reliance seems to be have a unique systems of its own!

Just for an example:
The current estimate ridership between Dwarka 21 - Shivaji Statidum between (8am - 10am only) is approx 800 pax As against the 5000 pax. Which goes to show that even with the current capacity the utilisation is extremely poor. Now by increasing the fare this is going go down further.

We are utterly surprised/shocked by the motive behind such a steep increase.

The bottom line is :
The increase is quite steep - not unacceptable
Majority of the commuters will be happy to go back to METRO.
Majority of the commuters happy to take the car - more comfort.
Commuters have the choice and will be happy to take alternatives.

RELIANCE METRO CAN RUN ITS TRAIN EMPTY if it helps them.

One more Important point - Your advertisement - Since when is this 'BUSINESS CLASS' introduced in Airport Express. After the fare increase? We have been commuting and did not see any 'BUSINESS CLASS' seats. Please enlighten us where is the exclusive coach attached.

Just to reiterate, we are unhappy and its discouraging to know regarding fare increase. Now its upto Reliance whether it wants ridership increase or happy to see them decrease.

National Disaster Management Authority at the National Level and Delhi Disaster Management Authority at State level (Delhi) have been established to undertake disaster management activities under the provisions of the Disaster management Act, 2005 which is a Central Act.

Delhi Disaster Management Authority (DDMA) in collaboration with National Disaster Management Authority (NDMA) is conducting a major Earthquake Preparedness Exercise in Delhi from December, 2011 to February, 2012, which is first such state wide programme in India. The disaster management exercise comprises of activities like a) Workshops, b) Awareness programmes, c) Mock Drills, d) Public Lectures and e) Media Campaign on various platforms.

Football connoisseurs are quite amazed by your presence at an U-14 Football Fest. What’s your role?
I’m acting as a spotter in the ongoing U-14 Football Fest. The All India Football Federation stays keen in stitching it right at their Youth Development Programme. The intent appealed a lot to me and when I got the call, I took less than a minute to decide that I should be here. It’s nice to see good talent who would be flag bearers of Indian Football in the future.

The Preparatory Camp for the AFC Challenge would be kicking-off in Dubai. Are you happy with Dubai as a venue?
Absolutely! The facilities in Dubai facilitate good football. We have been getting good exposure in recent years and prior to such a vital Tournament, such a Tour would help us immensely. We would be playing one International Friendly against Oman and possibly another against some other country.

How much does Jeje Lalpeklua’s injury affect the balance of the team?
It has upset our plans no doubt. Jeje is a player who can hold onto the ball and shield it allowing the midfielders to rush in. You cannot have a readymade replacement for him. He is someone who can make that difference in a crunch match. But at the same time, it stays a chance for others to grab the opportunity.

What went into your mind when you dropped Climax Lawrence?
I didn’t drop him; rather I rested him. In such a Tournament such as the AFC Challenge Cup, you ought to play every alternate day. The recovery time stays minimal. He has been playing regularly in the I-League and for the last decade, his body has taken a toll. Hence, he didn’t figure in my plans for the AFC Challenge Cup. I did speak to him prior to my decision.

I’ve heard Climax has announced his retirement. But to me retirement is just a word. There have been so many players who have come out of retirement to play again. He would be playing Club Football in any case. If he stays physically and mentally tough, he can always play for the Nation.

India are the Defending Champions of the AFC Challenge Cup. What can the fans expect in Kathmandu this time?
Such Tournaments are very tricky. A good start can always work wonders. We need to stay in the right frame of mind and stay free of injuries. This is a tough bunch. I keep my fingers crossed.

DDA WILL RECOVER LOSS CAUSED ON ACCOUNT OF CARELESS STAFF

Delhi Development Authority incurred approx. Rs. 25,000 on CFLs and other accessories for lighting the herbal park near Post Office Market, Sector 6, Dwarka. Due to carelessness of its staff, the nine lights continued to illuminate round the clock from the time of their fixing till they fused or developed faulty. M.K. Gupta, Jt. Secy, Dwarka Forum inquired from the DDA whether the loss will be recovered from the faulty staff by filing RTI application. Over three and half months of the delivery of RTI application and after filing the first appeal, Director (Hort.) North-West informed that the loss will be recovered from the faulty/erring staff. Such an action will make the staff responsive of its responsibilities.

It has also been informed that the duty hours of Malis are 9.00 a.m. to 5.00 p.m. and Security Gurard (Night Watch Man) for the park are from 5.00 p.m. to 9.00 a.m. but the park users state that they have never seen any security guard. It has also been informed that the uniform could not be provided to the Group ‘D’ Staff for the last 2 years.

While much has been done to control cancer………a lot still needs to be done.

Cancer should be declared as a ‘Notifiable Disease.’ Cancer notification will help reporting, detection, diagnosis confirmation, early therapeutic intervention and arranging remedial measures wherever therapeutics/ expertise are not available.
Cancer should be included in the National Rural Health Mission (NRHM) similar to the Govt.’s initiative to add lifestyle–related disease in NRHM.
The National Cancer Calendar should be zealously observed to focus cancer awareness on new and old problems that exist in our society that are related to cancers in Indian women, senior citizens, children, youth and middle–aged. These problems include Tobacco, HIV/AIDS, western lifestyles, freedom in sexual relations, depleting ozone layer, and atmospheric pollution. Educating people about Self Examination is an important part of cancer control. Such continuous and round–the–year cancer awareness though the National Cancer Calendar will leave deeper impact on the literate and illiterate population as well as those at the helm of policymaking about cancer.
Hepatitis B and HPV vaccination of the at–risk population can prevent most cancer in this population. Promotion of vaccination and reducing the cost of vaccines are thus the need of the hour.
New regional cancer centers should be set up and the existing regional cancer centers should be further strengthened and upgraded that are within reach to people who do not have access to these facilities in their areas. This would also take care of follow up of patients, which is an important part of cancer control.
More Centers of Excellence should initiate DM and M.Ch and integrated MD Radiotherapy courses, Integrated Postgraduation for oncological sciences M.Sc/DNB courses in Medical Physics. More trained doctors would be available to provide comprehensive cancer care.
Oncology as a clinical science should be introduced in the Undergraduate syllabi of MBBS, BAMS, BUMS and BHMS
The reach of the television media today is tremendous. This should be utilized to the full and they should be involved in creating more cancer-related programs that are more oriented towards prevention of cancer.
Stronger enforcement of tobacco, alcohol and food legislation
Improving the standards of cancer research to improve the understanding of cancer biology and development of more effective cancer treatment options.

Have you ever given a thought, as to what makes our colonies dirty? Why, there is lot of rubbish around the various Society flats & open spaces? Why various green spaces provided in various sectors are ill maintained- at times, no greenery or just patch of earth, play equipments –broken, non-operational?

Why a road which is repaired after a long time, is again dug up for laying another utility? How much inconvenience it causes to the public? Loss of exchequer, environmental pollution, traffic jams are some of the many side effects of these mindless ill co-ordinated jobs.

Have a look at another commonly seen, scenario.
Big crowd collected around a person[bleeding at many places], who has been hit by a vehicle, driven recklessly, and then the crowd thinning away, each one thanking Almighty, that the person involved was not one of their near & dear one! The bleeding man [or woman] kept on lying at or near the accident site for considerable time,, as many wonder, that their reporting the incident might, not bring them some hassles/harassment.

But, just ask yourself, honestly a question. Why all this is happening, day in day out, in our colonies, markets, cities?.
Why not much is being done to arrest the situation? Why day in day out, despite media `s reporting about snatching incidents & harassment to girls/women, there is no tangible improvement in the situation?

Infact, there is further deterioration in the state of affairs. Authorities lament about the lack of resources, multiplicity of authority & lack of co-ordination, politics, apathy of the citizens etc etc. There are excuses galore-you name it & and it is there.

But my humble query to the concerned authorities, RWAs, elected representatives & the general public is-Are we doing enough to correct the situation or just discussing & passing on the blame.

To the authorities, I will like to submit, that as problems of cities will keep on occuring every minute-cities being dynamic entities, the need is to think of innovative or out of box sustained solutions to the various problems.

To my mind, citizen is a big resource for the authorities to complement & supplement their efforts in managing the cities/colonies.

What is needed is the positive attitude & the will power of the officials/ local representatives/ police, to mobilize citizenry in a proper way.

Running a local body is not like working in a normal government office or secretariat. Here, what is expected of its employees is a different work culture, empathy with the citizen`s difficulties & eagerness to solve the same within a given time frame. If there is no electricity or water or the storm water/ sewage line is choked, then the file dealing with it needs to be cleared quickly on hourly basis & not like any ony other ordinary file, which at times remain unattended for days together! Decision making has to be quick.

All this needs induction of right people with proper education , motivation, commitment, regular, `on the job` skill upgradation of the personnels, in the local bodies/development authorities/ neighbourhood police.They also must have the ability to forge close links with the community & actively seek their co operation in supplementing their efforts.Unless, this is done, I do not see any ray of hope in much improvement of the state of our cities, colonies & DWARKA.

Luckily, there is Dwarka Forum-a group of dedicated Dwarkaites whose heart beat for Dwarka. I also, understand, there are many other well-meaning civil-society groups,too in this sprawling sub-city. The urgent need is to create SYNERGY.

The local authorities need to forge strong link with its enthusiastic members , who can easily & willingly supplement the efforts of the authorities..
Just think about it.

The ending of the AIFF U-14 Football Fest marks a new beginning for Indian Football. With the Regional Academies knocking at the door, Colm Joseph Toal, Head Coach, Youth Development spoke at length to www.the-aiff.com on the number of boys spotted, the selection procedure for the Academies and much more. EXCERPTS:

There were nine selectors in the AFC U-14 Fest in Kalyani. How many boys have they spotted?

The nine selectors have had a close look at all the boys and we have spotted 75 boys from different state teams who would be a part of a future Coaching-cum-Selection Camp beginning in March.

How long would the Camp last? Would you have a look at more boys in the Camp?
We intend to begin the Camp from the second week of March. The 75 boys chosen from the Fest would be there for three weeks from which 30 boys would be shortlisted. The shortlisted 30 kids would represent India in the AFC U-14 Fest scheduled to be held in Kathmandu.

The 30 boys would then be joined by a new bunch. The lot would comprise of boys chosen from the Subroto Cup, the U-16 Nationals (boys born in 1998) and the set of boys chosen by Scott O’Donell from Open Trials. The Camp would go on till mid-May form which the batches for the Regional Academies would be finalised.

Are you satisfied with the quality of the boys you have chosen from the AIFF U-14 Fest?
The boys are good but are not necessarily the best in the country. The same pertains to the set of boys who were shortlisted from the U-16 National Championship. It’s unfortunate the State Associations are not selecting and sending their best teams for such Championships.

Could you elaborate?
I can give you an example. The Meghalaya State Football Association had a three-week Preparatory Camp ahead of the AIFF U-14 Fest. They had 18 district teams playing against each other from where they selected the best boys. And it’s evident in their play in Kalyani. Had all State Associations addressed it likewise, we could have got the best boys playing here.

Are you happy with the manner the AIFF U-14 Fest has been conducted?
Kalyani is a small suburban town and arranging a fest of such a magnitude without any hiccups speaks volumes for the organisers. We shouldn’t forget we had 590 boys from 27 State Teams staying, eating, travelling and playing together.

I wish we had more fields of the same quality in other States as the two playing fields at the Kalyani Stadium. The infrastructure here is magnificent.

Google has released figures showing that a vast number of requests to delete pages or user profiles in India last year were because the material was “critical of a local politician”. This is crazy -- criticising politicians and policies is at the very heart of democracy! And Google and others already comply with half of government requests, including ones which were a threat to national security.

The government’s proposal that companies should pre-screen all content is totally disproportionate, and impossible to implement given the amount of material that floods onto the Internet each day. The policy would undermine our freedom of speech as well as the important services sector, which employs over a fifth of our workers. Let’s tell Manmohan Singh that gagging free speech and destroying the Internet’s dynamism would wreck our country's future.

Know About Your Liver- Functions of liver

Liver is located in the right upper part of the abdomen just below the rib cage and it weighs around 1.5 kg. It is a complex organ and plays a central role in metabolic functions.

Symptoms of liver disease
Most striking manifestation of liver diseases is jaundice, which means yellow discoloration of sclera of eyeball and is associated with dark yellow urine. Other common manifestation of liver disease is ascites that is swelling of abdomen due to fluid in the abdomen. This is associated with swelling of feet also. Advanced liver diseases can lead to loss of consciousness that is coma. Bleeding from gastrointestinal tract in form of vomiting of blood or black stools can be associated with liver disease. Most commonly early liver diseases are detected on routine screening liver function tests.

Causes of liver diseases
The major causes of liver diseases are viral hepatitis (A, B C, D & E) and alcohol intake. Apart from this a number of drugs including indigenous drugs cause liver damage. Many diseases, which affect any other part of body, can involve liver, like liver can be affected in typhoid, malaria, dengue fever. Disease like diabetes and obesity are common causes of fat deposition in liver, which in long term can cause liver damage. Cancer arising in any organ of abdomen can spread into liver. There are a number of inherited diseases, which affect liver.

Among the hepatitis viruses, Hepatitis A and E causes jaundice, which is self-limiting. Hepatitis B and C cause chronic infection of liver, which can be cause cirrhosis of liver. Hepatitis A and E spread through contaminated water whereas hepatitis B and C spread from blood transfusion, sexual contact and intravenous drug abuse. Alcohol is very important cause of liver disease and when taken in excess of a particular amount causes liver damage.

Consequence of liver disease
Any kind of long-term damage to the liver leads to cirrhosis of liver. Cirrhosis is a condition in which the normal cells of liver are lost and are replaced by fibrotic bands. Cirrhosis is an irreversible form of liver damage and when number of liver cells fall below a certain level signs of liver failure ensue. The most dreaded complication of liver cirrhosis is liver cancer. Certain disease like hepatitis B infection can lead to liver cancer without causing cirrhosis.

Steps to prevent liver diseases
The concept of prevention of liver diseases has still not caught up. However to a large extent they are preventable. Most important aspect of prevention of liver disease is decreasing alcohol intake. Alcohol consumption is on rise in society across all strata and gender barrier. Decreasing alcohol intake is of paramount importance for people who consume alcohol for a long time.

Hepatitis B and C are spread by blood transfusion, injection abuse and sexual contact. Getting blood from proper blood bank and not from professional donors is very important, It not only protects from hepatitis B & C but also from HIV infection. Avoiding needle sharing and sexual promiscuity are important.

There is a very effective vaccine for hepatitis B infection and all children should be vaccinated at birth. There is no vaccine available for hepatitis C at present. Treatment of hepatitis B & C has seen giant strides and today the scenario is much brighter than what it was in the past. Pegylated interferon forms the mainstay of treatment for both forms of chronic hepatitis.

Hepatitis A & E are transmitted through water and food. Maintaining good hygiene for water is the mainstay of prevention of viral hepatitis A & E. There is a vaccine for hepatitis A which offers adequate protection. There is no vaccine for hepatitis E.

Avoiding unprescribed and indigenous drug intake is very important as liver bears the brunt of all forms of medications. In western world paracetamol overdose is most important cause of acute liver failure.

Decreasing weight by obese individuals is very important. As most of the liver diseases are asymptomatic in the initial part it is important to have a liver function tests and an screening ultrasound, specially for people who are at risk; like people also consume alcohol, are obese and have family members suffering from liver diseases.

Trends -- they are meant to be broken. The chauvinistic male has always dreamt of wearing black. They still can, but the monopoly no more stays.

Chimchim Serto, presently on duty in the AIFF U-14 Football Fest in Kalyani, stays one among the 23 Women Referees in India at the moment. And as per Chimchim, “the gang is increasing.”

Col. (Retd). Gautam Kar, Head of Referees Department, AIFF, smiles. “They are most welcome. If they pass the Fitness Test, they are even entitled to supervise Men’s matches,” Kar, who stayed the Match Commissioner for Asia’s biggest Club-match in 2011, the AFC Champions League, maintains.

“When you have a Women’s Referee, it’s bound to draw more attention. But to me, the gender stays immaterial.”

“I dream of becoming a FIFA Referee soon,” 23-year old Chimchim, who hails from Manipur, quips. At present, Maria Rebello stays the sole Women’s FIFA Referee in India.

“I have represented Manipur as a striker in Women’s Nationals and have played at the University Level,” Chimchim, in her squeaky voice, informs.

On the field, nevertheless, the squeak is almost a roar. The supervision impresses her colleagues, Tamnay Dhar, Subroto Burman and Kunal Sarkar. “She is as good as any male referee,” stays the compliment. Chimchim blushes.

“As referees, we ought to have confidence in our colleagues all the time. And with Chimchim, we stay assured,” they say unanimously.

The discipline in life is always reflected on the field,” a philosophical Chimchim, playing with the ball in her hand, reflects. “A referee has to be a born leader,” she goes on. “I have some special exercises to improve concentration. You can call it a part of meditation.”

Her whistle blows and the match kicks-off -- you watch from a distance. Footballs being a body-contact sport, even at the U-14 level, tempers do run high. Chimchim rushes to the spot and her ‘roar’ takes over the rein.

The whistle blows again and the ball moves to the other part of the field. Chimchim sprints, and sprints fast. I check my earlier scribbles – ‘150 metres in 35 seconds.’

6 फरवरी, सोमवार से रात 9:30 बजे इमेजिन टीवी एक नया फिक्शन शो ‘मी, आजी और साहेब’ पेश करने जा रहा है। महाराष्ट्र की पृष्ठभूमि पर आधारित यह शो, एक दादीमां, उनके पोते-पोतियों और उनके साहेब के बीच रिश्तों की घनिष्ठता को उजागर करेगा, जो सभी बाधाओं पर विजय प्राप्त करते हैं। साहेब का चरित्र और उनसे एक छोटी बच्ची की मित्रता, शो का भावभीना आयाम है। ‘मी, आजी और साहेब’ यह दिखाएगा कि किस तरह से भिन्न रिश्ते, समय, परिस्थितियों और उम्र के साथ घनिष्ठ, परिपक्व होते और विकसित होते हैं।

टेलीविजन पर रोजाना की सामान्य प्रस्तुतियों से अलग हटकर ‘मी, आजी और साहेब’, वसुधा के जीवन चित्रण को प्रस्तुत करता है। वसुधा, एक परिपक्व महिला है जो अपने इरादों की धनी है और अपनी अनाथ पौत्री की परवरिश के लिए सभी विषमताओं से जूझती है और उसे जीवन में श्रेष्ठ मुकाम तक पहुंचाती है। उसके सारे सपने और आकांक्षाएं, उसकी पौत्री मेघा पर ही टिके हैं।

प्रत्येक बालक कुछ जन्म जात गुणों के साथ इस संसार में आता है | माता - पिता, समाज और पाठशाला का ये कर्तव्य है कि जन्म जात शक्तियों के विकास के लिए बच्चे को उचित वातावरण प्रदान करें | ऐसा देखने में आया है कि माता पिता और अभिभावक बालक की प्रतिभा को आरम्भ में पहचान नहीं पाते | उनका व्यव्हार बालक को समस्यात्मक बना देता है | अतः ये हमारे लिए जरूरी है कि हम अपने बालक की प्रतिभा को पहचाने ओर उसकी प्रतिभा के विकास के लिए प्रयास करें. |

प्रत्येक बालक जब जन्म लेता है तो कुछ ऐसे गुण होते है, जो जन्म जात रहते हैं तथा कुछ ऐसे जो वह वातावरण से प्राप्त करता है. |जो गुण बालक में जन्म जात हैं उसे आगे बढाने के लिए उचित वातावरण का होना अत्ययंत आवश्यक है | प्राय: यह देखा गया है कि इन जन्म जात गुणों को माता पिता ठीक से समझ कर उसके अनुरूप वातावरण नहीं प्रदान कर पाते हैं फलस्वरूप बालक की क्षमता परिवेशीय कारणों से अवरुद्ध हो जाती है और धीरे धीरे उसमे ग्रंथियां बनने लगती हैं जो असमायोजन को जन्म देती हैं. | इस कारण से यह परम आवश्यक है कि माता पिता बच्चे के जन्म जात गुणों को भली भांति समझ कर उसके अनुरूप वातावरण प्रदान करने की चेष्टा करें. जिससे वह एक सफल नागरिक बन सके | माता पिता , अभिभावक अथवा शिक्षक को चाहिए कि प्रतिभाशाली बालकों की पहचान कर उनके साथ व्यव्हार में विशेष सावधानी रखें कियोंकि एसे बच्चे सामान्य की अपेक्षा अधिक संवेदन शील होते हैं | इनके साथ व्यव्हार में थोड़ी सी विसंगति इनके व्यक्तित्व को कुंठित कर देती है ओर एसे बालक समस्यात्मक बन जाते हैं | बालक पर माता पिता अथवा शिक्षक का अंकुश न रहने पर वह एक समस्यात्मक बालक के रूप में विकसित होने लगता है कभी कभी उसके माता पिता के तनाव पूर्ण संवंधो ओर घर के प्रतिकूल वातावरण का ऐसा प्रभाव पड़ने लगता है कि बालक के व्यक्तित्व की जटिलताये बढती चली जाती हैं |ये कहना नितांत सही है कि वंशानुक्रम या जन्म जात योग्यताएं ही प्रधान नहीं हैं वरन परिवेक्षीय कारणों का भी अत्यंत महत्वपूर्ण स्थान है | डेविड अब्राहम के अनुसार " बालक क्या कर सकता है, ये वंशानुक्रम से निश्चित होता है ओर बालक क्या करता है, ये वातावरण निश्चित करता है | बालक की शक्तियां वंशानुक्रम में होती हैं औरे इन शक्तियों को बाहर निकालना वातावरण का कार्य है |"

माता पिता, अभिभावक अथवा शिक्षक के लिए परामर्श

१ अभिभावकों को चाहिए कि बालक को घर के बोझिल वातावरण से दूर रखने का प्रयास करें, जिससे उसके व्यक्तित्व का विकास पूर्ण रूप से हो सके.

२. कभी कभी माता पिता में वैमनस्यता होने पर भी बालक के प्रति सभी कर्तव्यों का पालन सुचारू रूप से करें. |उसे एक अच्छा नागरिक बनाने के लिए भरसक प्रयत्न करें, उसे अधिक से अधिक स्नेह प्रदान करें| उसके साथ नियमित रूप से कुछ समय व्यतीत करें तथा जीवन की वास्तविकताओं के निकट जाने का प्रयास करें | कुछ समय बाहरी सैर सपाटे में साथ ले जाया करें जिससे बालक में सुरक्षा की भावना मजवूत हो सके. |

३. उसकी इच्छा को समझने का प्रयास करें, और संभव हो सके तो उसकी पूर्ति अवश्य करें

४. निरर्थक व्यय पर अंकुश लगाने के लिए उसे नियमित जेब खर्च ही दें |

५. उसकी छोटी छोटी सफलातायों की प्रशंसा कर उसे प्रोत्साहित करें | साथ ही उसके हर एक कार्य में रूचि लें, जिससे उसे अनुभव हो कि मेरे कार्यों तथा गतिविधियों में माता पिता भी समय लगाते हैं |

६. उसकी रूचि के अनुकूल ही वैज्ञानिक विषयों का चयन कर अध्ययन की सुविधा दी जाएँ, जिससे बालक की रचनात्मक क्षमता का विकास हो सके तथा घर के सदस्यों में पारस्परिक समझदारी भी विकसित हो सकेगी.

७. उसके अन्दर अनुशासन सम्बन्धी संस्कृति का विकास करने के लिए छोटे छोटे दंड देना भी लाभकारी होगा

८. स्वयं माता पिता भी मनोवैज्ञानिक से संपर्क स्थापित कर व्यव्हार में परिमार्जन लाने की चेष्टा करें |

निष्कर्ष रूप में हम यह कह सकते हैं कि वंशानुक्रम में उच्च क्षमता प्राप्त कर लेने पर भी बालक के परवेशीय कारक बहुत महत्वपूर्ण स्थान रखते हैं | यदि बालक के माता पिता अथवा अन्य पारवारिक सदस्यों के मध्य सोहार्द्यपूर्ण संवंधो का अभाव है, तो यही उच्च क्षमता वाला बालक आक्रोशपूर्ण व्यक्तित्व वाला बालक बन जाता है , तथा उसकी योग्यताएँ व क्षमताएं अभाव में कुंठित हो रह जाती हैं |अतः प्रत्येक माता पिता के लिए यह आवश्यक है कि किसी बालक के सर्वांगीण विकास के लिए, शारीरिक एवम मानसिक विकास की ओर अधिक से अधिक ध्यान देकर वह सभी सुविधाएँ प्रदान करें, जिससे उसकी जन्म जात क्षमतायों को अधिक से अधिक पल्लवित और पुष्पित करने में योग दान मिल सके |

Dwarka Court has become the legal solution for the residents of South West Delhi. It was inaugurated by Hon'ble Chief Justice of India Sh. K.G. Balakrishanan on6th September 2008. According to reliable sources of Dwarka Court, presently there are 45 courts in operation. It has a unique family Court which is also the Head Quarter of Delhi. It deals the family related disputes matters. Ms. Deepa Sharma is the Principal Judge of the said court located in Wing C, Room No.307.

Apart from the said court, Special Court Narcotics(NDPS), Two Motor Accidents Claim Tribunal (MACT), two special C.B.I. Courts, Special Electricity Court, three Additional Judge courts, thirty Magistrate Courts out which three traffic courts, one Municipality Court(MCD). The whole complex is divided in three wings namely Court complex block, admin block and lawyers block.

The complex has public utility facilities like bank, Post Office etc. and has local lock up and police post. The Dwarka court is handling the cases of South West Districts only. The complex has Delhi Legal Services Authority cell. There is a provision of free legal assistance cell for the poor people who are unable to afford the lawyers fee. There are two facilitation centres from where any one can avail information personally or at the helpline no. 28042850-7 from 10A.M. to 5 P.M. on all working days.
